Would an engineer make more money in their own country (USA) or in a country like China/Brazil?
If it is a foreign country, please explain why this is so, and how a country with average human development can afford to pay an engineer so

USA Salaries are higher, and companies and governments can afford to pay professionals more

It is really based on supply and demand. If a country needs an engineer of a certain type, say civil, then the demand will translate into a higher salary. If the U.S. has a surplus of civil engineers, the salary will be low. However, there is a greater potential to make a lot of money in the U. S. But like everything else, it depends on the engineers qualifications and work history.
