is Brazil a 3rd world country?

is Brazil a 3rd world country?
I mean obviously the country is doing pretty well for themselves financially, they have new large oil deposits, they have many products they sell and they export to many places like china and make great money, they have technology, cars, buildings, businesses...everything we have here in America but they also have many poor poor people, slums that look like you're in a 3rd world country, directly by richer upper class parts of town, the murder/robbery/crime rate is very high, and much of the country as a whole does not have paved roads and even if they do they are very poorly done.
